Arizona audit subcontractor details: Honey was employee of Wake TSI AND owner of Haystack Investigations — both worked on the audit. Wake TSI led initial hand-counting of ballots. Wake TSI had previously conducted partisan election review in Fulton County, PA. Gene Kern (Wake TSI) objected that Cyber Ninjas CEO Doug Logan took Honey and turned her from PE Director into floor manager without consulting Wake. Honey then attempted to recruit Wake TSI subcontractors to work for StratTech Solutions (the replacement firm). Wake TSI workers were billed at over $200/hour, with proposed daily rates reaching $2,400 for project directors. Wake declined to renew contract in mid-May 2021 after payment disputes. By May 23, agreement reached allowing Cyber Ninjas/StratTech to directly employ Wake's former workers.
Dark money funding chain to Honey's Election Research Institute: USATransform (EIN 82-4819179, Southlake TX, classified as religious org X21) granted $680K to Valid Vote Inc in 2024. Valid Vote then granted $10K to Election Research Institute in 2023. DonorsTrust granted $310K to Valid Vote in 2023. USATransform also granted $600K to CPI (2022), which in turn funded FAIR Elections Fund $795K (2023) where Honey serves as VP. USATransform itself received $1.445M from Servant Foundation (2024) and $1.484M from Christian Community Foundation (2022). This creates parallel funding paths to Honey: (1) USATransform->Valid Vote->ERI (direct) and (2) USATransform->CPI->FAIR Elections Fund (board position).
FEC records show Meuser for Congress (Rep. Dan Meuser, R-PA) refunded $955 to Heather Honey at 499 South Capitol St SW, Washington DC 20002 on Feb 29, 2024, classified as 'campaign consulting refunded.' Honey's employer and occupation listed as 'information requested.' Meuser subsequently joined Honey and other PA Republican congressmen in Sept 2024 federal lawsuit challenging overseas/military voter rules. FEC filing 202407089652716023.

Kaardal is a Thomas More Society special counsel. Generic relationship with Moms for Liberty. Business relationship with Elizabeth Nielsen. Professional relationship with Kari Lake (witness/colleague) and Cleta Mitchell (podcast guest). Presenter at CPI event June 17, 2022.

PA Open Records case AP 2021-2612 (Honey and Haystack LLC v. PA Dept of State, filed Oct 2021, decided Dec 22, 2021): Honey requested list of voters who registered without an identification number, broken down by county and method of registration. Partially granted/partially denied. Agency argued some records governed by Voter Registration Act (denied) but failed to prove all requested records don't exist (granted). This was the data that Honey used for her 'more votes than voters' claims. Separately, Honey filed PA Dept of State complaint (Sept 2022) regarding overseas voter identification requirements; dismissed Nov 2022; appealed to Commonwealth Court.
Reschenthaler v. Schmidt (M.D. Pa., docket #69217417, filed Sept 30, 2024): Heather Honey co-plaintiff with PA Republican Reps. Mike Kelly, Dan Meuser, Scott Perry, Guy Reschenthaler, Lloyd Smucker, and G.T. Thompson. Challenged PA rules for overseas/military voter participation. Federal judge dismissed the case in Oct 2024. Erick Kaardal of Mohrman, Kaardal & Erickson (Thomas More Society special counsel) was lead attorney for plaintiffs. Honey had a business relationship with Kaardal per LittleSis. The FEC record of $955 consulting refund from Meuser for Congress to Honey (Feb 2024) preceded this joint lawsuit by 7 months.
American Oversight v. DHS and USCIS (Docket 25-3812, filed Oct 30, 2025): FOIA lawsuit seeking Honey's hiring documents, communications, calendars, and correspondence involving election-denial groups (Election Integrity Network, True the Vote). DHS acknowledged requests but was unresponsive for 2 months. Separately, lawsuit prompted DHS to issue records preservation notice to Noem and other top officials. Records sought would reveal whether Honey maintained contact with outside advocacy groups she previously led while serving in government role overseeing same voter data systems.

Heather Honey appointed DHS Deputy Assistant Secretary of Election Integrity (Aug 2025). Former protege of Cleta Mitchell's Election Integrity Network. Previously subcontractor for Cyber Ninjas on Arizona Maricopa County 2020 audit via her firm Haystack Investigations. Led Pennsylvania Fair Elections (EIN chapter). Now oversees DHS side of voter data pipeline including SAVE system. Contradicted DHS spokesperson about whether voter data sharing was occurring. Key node connecting election denial movement to operational control of voter verification infrastructure.
Heather Honey founded Haystack Investigations, a firm subcontracted by Cyber Ninjas for the Arizona Maricopa County 2020 partisan audit. Also founded Verity Vote, which issued flawed voter data reports falsely claiming PA had 250K 'unverified' ballots. Trump cited Honey's flawed analysis during Jan 6 2021 speech (claiming 205K more votes than voters in PA). Now as DHS Deputy Asst Secretary of Election Integrity, she oversees the SAVE system voter verification pipeline — the same type of voter data she previously misrepresented as a private contractor.
Conflict of interest analysis: Honey now oversees DHS SAVE voter verification system — the same type of voter data she previously misrepresented as a private contractor. Specific conflicts: (1) As DHS DASS, she oversees voter roll matching via SAVE; as founder of PA Fair Elections/Verity Vote, she previously challenged voter registrations using unreliable data analysis. (2) She serves (or served) as VP of FAIR Elections Fund while holding federal position — FAIR grants to Immigration Accountability Project ($150K) and other groups that benefit from DHS enforcement actions she now oversees. (3) FAIR Elections Fund received $795K from CPI (2023); CPI also funds AFL ($1.334M) and PILF ($50K), both organizations driving voter roll litigation that creates demand for the DHS SAVE system Honey manages. (4) FEC shows $955 consulting refund from Meuser for Congress (Feb 2024); Meuser then co-sued with Honey in Sept 2024 overseas ballot case. (5) No prior federal government or election administration experience before DHS appointment.

(6) Sept 2022: Published Verity Vote overseas ballot report claiming 250K 'unverified' ballots; PA officials said this 'flagrantly misrepresented' their systems. (7) Dec 2022: Testified as expert witness in Kari Lake v. Hobbs. (8) Feb 2024: Votebeat/Spotlight PA peer review found her ERIC conclusions 'false, often based on out-of-context examples.' Honey's primary known residence is Lebanon, PA (Haystack LLC at UPS Store 1451 Quentin Rd Suite 400-199). Board service at Hospice of Wake County (Raleigh NC, EIN 56-1228779) in 2023 suggests she may have also resided in NC. Multiple geographic ties: Lebanon PA, Raleigh NC, Washington DC, with travel to AZ (audit), ME (testimony), and other states for EIN chapter work.
Heather Honey appointed DHS Deputy Assistant Secretary for Elections Integrity (Office of Strategy, Policy, and Plans), reporting to David Harvilicz. Previously led PA Fair Elections (associated with Election Integrity Network run by Cleta Mitchell). PA Fair Elections members challenged thousands of voter registrations using unreliable data. Honey promoted debunked claim that PA had more votes than voters in 2020. Gregg Phillips (True the Vote co-founder) claimed on March 30, 2025 podcast that DHS 'wants to partner with us' on voter roll checks. Phillips later assumed position as head of FEMA Office of Response and Recovery in Dec 2025.
Heather Honey appointed DHS Deputy Assistant Secretary for Election Integrity (Aug 2025). New position created under Office of Strategy, Policy and Plans, reports to David Harvilicz. Previously ran Haystack Investigations, subcontracted by Cyber Ninjas for Arizona 2020 audit. Distorted PA voter data to falsely claim more votes than voters — Trump repeated claim on Jan 6, 2021. In Sept 2025 call with state election officials, denied DHS was using voter data from DOJ — directly contradicted by DHS spokesperson who confirmed data sharing. Sept contradictions suggest internal information silos or deliberate obfuscation about DOJ-DHS voter data pipeline.
